Understanding the Texas LCSW Licensure Process Step-by-Step
The path to independent licensure can feel like a labyrinth. By viewing your journey in four distinct phases, you can stay organized and avoid the paperwork pitfalls that set many social workers back.
Phase 1: Pre-Supervision Foundation
Ensure your MSW degree is from a CSWE-accredited program or a program in candidacy. You must hold an active Texas LMSW license. If you are transferring from another state, verify your credentials with BHEC before you start tracking your hours.
Phase 2: The Clinical Supervision Plan
This is your most important document. You must complete the Clinical Supervision Plan for LCSW with your supervisor before you begin accruing hours. This document acts as your legal roadmap, defining the nature of your clinical work. Without this plan on file, your hours are invalid. Pro-tip: Store a digital copy of this plan in a secure, cloud-based folder that you own, not just in your employer's files.
Phase 3: Active Clinical Practice & Professional Growth
During these 24+ months, you are building a body of work. Use your supervision hours to refine your diagnostic skills, document ethical dilemmas, and develop your clinical identity. As of 2026, the board expects evidence of your ability to diagnose and treat independently. Do not view supervision as a "check-box"—use it to discuss complex case presentations, transference and counter-transference, and the nuances of the DSM-5-TR.
Phase 4: Final Reclassification
Once you finish your 3,000 hours and 100 supervision hours:
The CSV Form: Your supervisor must complete the Clinical Supervision Verification (CSV) form. This is the definitive proof of your journey.
ASWB Clinical Exam: You can register for the ASWB Clinical exam early. Do not wait until you have finished your hours to start preparing—use the study time during your final months of supervision.
Jurisprudence Exam: Ensure you pass the Texas Social Work Jurisprudence Exam within six months of your final application submission.
Final Application: Once requirements are met, you will submit your online application to the BHEC, undergo a fingerprint-based background check, and complete the final fee payment.
