Understanding the Texas LCSW Licensure Process Step-by-Step
Becoming a Licensed Clinical Social Worker (LCSW) in Texas requires more than completing an MSW and passing a clinical exam. If you're already a Texas Licensed Master Social Worker (LMSW), you'll need to complete supervised clinical experience, meet the supervision requirements, pass the required examination, complete the Texas Social Workers Jurisprudence Exam, and submit the required documentation to the Texas Behavioral Health Executive Council (BHEC).
Knowing the requirements before you begin can help you keep better records, plan your supervision, and avoid leaving important documentation until the end.
Phase 1: Complete Your Foundation and Obtain Your LMSW
The LCSW process described here is for social workers who are completing the Texas LMSW-to-LCSW pathway.
Complete a Qualifying Social Work Degree
BHEC requires a master's or doctoral degree in social work from a program accredited by the Council on Social Work Education (CSWE), or from a program in candidacy for CSWE accreditation, with successful completion of a field placement in social work.
If you already hold a Texas LMSW, BHEC may have your official transcript from your LMSW application. The current LMSW-to-LCSW requirements state that you don't need to submit another transcript if BHEC already has the official transcript in its records.
Hold a Texas LMSW
The pathway in this article focuses on LMSWs completing supervised clinical experience toward Texas LCSW licensure.
If your social work license or supervised experience is from another state, don't assume the same documentation will automatically satisfy Texas requirements. BHEC has separate instructions for supervised experience completed outside Texas.
Phase 2: Choose a Qualified LCSW Supervisor
Once you're ready to begin supervised clinical experience, you'll need a qualified Texas LCSW Supervisor (LCSW-S) and a supervision plan.
Texas requires at least 3,000 hours of supervised professional clinical experience over no less than 24 full months, including at least 100 hours of supervisory sessions.
Find a Council-Approved LCSW-S
BHEC maintains a list of active supervisors. Before beginning supervision, make sure the person providing your supervision meets the current requirements for a Texas LCSW Supervisor.
BHEC's current FAQ also states that Texas rules don't limit the number of LCSW-Supervisors an LMSW may have at the same time.

Complete Your Clinical Supervision Plan
BHEC provides a Clinical Supervision Plan for LCSW.
The plan should be completed with your LCSW-S when supervision begins. BHEC's current guidance states that supervision plans no longer require pre-approval before supervision begins. The supervisor maintains the plan as part of the supervision file, and the plan is submitted with the supervision verification documentation when you apply for LCSW reclassification.
Keep a copy of the plan for your own records.
Phase 3: Complete Your Supervised Clinical Experience
This is the main clinical experience portion of the LCSW pathway.
Complete 3,000 Hours Over at Least 24 Full Months
Texas requires at least 3,000 hours of supervised professional clinical experience over no less than 24 full months.
The time requirement still applies if you reach the minimum number of hours before 24 months. Completing 3,000 hours early doesn't eliminate the minimum supervision period.
Keep track of your experience as you go rather than trying to reconstruct your hours at the end of supervision.

Current BHEC rules also state that an LMSW must maintain and, upon request, provide documentation such as employment status, pay vouchers, or supervisory evaluations.
Complete at Least 100 Hours of Supervision
You must complete at least 100 hours of supervisory sessions over the course of your 3,000 hours of supervised experience.
BHEC's supervision FAQ states that supervision should occur in proportion to the hours worked and that no more than 10 hours of supervision may be counted in one month or 30-day period.
Supervision also has to extend over the required minimum of 24 full months.

The required supervision hours are also an opportunity to discuss the clinical work you're doing and receive feedback from an experienced social worker.

Phase 4: Complete the Examination and Application Requirements
You don't have to leave every final requirement until the end of your supervision period. Planning ahead can make the final application process easier.
Pass the ASWB Clinical Examination
BHEC requires passage of the Clinical examination administered nationally by the Association of Social Work Boards (ASWB) for LCSW licensure.
Review the current BHEC and ASWB instructions for examination registration and eligibility rather than relying on information from previous applicants.
Complete the Texas Social Workers Jurisprudence Exam
Texas also requires the Texas Social Workers Jurisprudence Exam.
For an LMSW applying to reclassify as an LCSW, BHEC states that the jurisprudence exam certificate must be dated no earlier than six months before submitting the online upgrade application.
This makes timing important. If you complete the exam too far in advance, the certificate may no longer fall within the required timeframe when you're ready to submit your application.
Complete Your Supervision Documentation
For Texas-based supervised experience, BHEC requires:
A Clinical Supervision Verification Form for LCSW from each LCSW-Supervisor
A copy of the Clinical Supervision Plan for LCSW
BHEC specifically states that it must receive a separate CSV form from each LCSW-Supervisor.
If you've worked with more than one supervisor, make sure the required documentation is completed for each supervisor.
Phase 5: Submit Your LCSW Application
After completing the applicable requirements, you'll apply to reclassify your Texas LMSW license as an LCSW.
BHEC currently lists the following requirements for LCSW licensure:
Qualifying master's or doctoral degree in social work
At least 3,000 hours of supervised professional clinical experience over at least 24 months
At least 100 hours of supervisory sessions

Your timeline will depend on when you begin supervision, how many hours you work, your supervision schedule, examination timing, and the application process.

What If Your Supervision or Experience Is From Another State?
Texas has specific requirements for supervised clinical experience completed outside the state.
If you completed supervised clinical experience outside Texas, BHEC states that the experience must be verified by the licensing authority in that jurisdiction. The Verification of Licensure in Other Jurisdiction form provides space for the other licensing agency to verify supervised experience and related information.
If the other licensing agency is unable or unwilling to provide the supervised-experience information, BHEC may consider a Clinical Supervision Verification Form completed by your non-Texas supervisor. The supervisor must also provide a copy of their credentials, and BHEC requires separate documentation from each non-Texas supervisor.
If you've completed supervision in another state, review the current BHEC requirements before assuming that your previous documentation will satisfy Texas requirements.
